About NITA-U

What does NITA-U actually do?

The National Information Technology Authority – Uganda is mandated to coordinate, promote and monitor the development of information technology in Uganda, in line with national social and economic goals. In practice that covers five areas: e-Government services, technical services such as connectivity and hosting, legal and regulatory work including IT certification, information security, and personal data protection.

Which ministry is NITA-U under?

NITA-U operates under the Ministry of ICT and National Guidance.

Services and cost

How many services does NITA-U provide?

Forty-seven, grouped under five directorates. You can browse the full catalogue and filter it by area of work, by who the service is for, and by whether there is a charge.

Are NITA-U services free?

Many are provided free of charge; some are billable. Every service in the catalogue carries a label saying which it is. To see only the free ones, open the service catalogue and set the Cost filter to Free of charge.

Who is allowed to use NITA-U services?

It depends on the service, and each service page names its client group. Broadly: most connectivity, hosting and e-Government services are for ministries, departments, agencies and local governments. A smaller set is open to the general public — public Wi-Fi hotspots, IT consumer protection, and the services of the Personal Data Protection Office. Dark fibre and some certification services are available to private organisations too.

How do I request a service?

Start on the page for the service you need in the catalogue, then contact the service desk with your entity name and what you are trying to achieve. NITA-U will confirm the specific requirements, any fee, and the onboarding steps for that service.

Connectivity and internet

Can my organisation buy internet from NITA-U?

NITA-U provides internet bandwidth to government entities through the National Backbone Infrastructure. Dark fibre is offered more widely, to both public and private organisations. If you are a private company, dark fibre and co-location are the usual starting points — talk to the service desk about what fits.

Is the public Wi-Fi free?

Yes. NITA-U provides free public Wi-Fi at hotspots across cities and major towns in Uganda.

What is the difference between a leased line and a drop-off?

A leased line is a dedicated, rented communication link giving reliable high-speed connectivity between two locations. A drop-off is a connection point where the main network line terminates, providing connectivity for an individual user or device. Both are billable services for MDAs and local governments.

UGPass, UGHub and government systems

What is UGPass?

UGPass is NITA-U's digital authentication service. It verifies identities and transactions for greater online security. It serves MDAs, local governments and the general public, and it is a billable service.

What is UGHub?

UGHub is the government integration platform. It lets MDA digital systems share data with each other, and with the private sector, in a secure and sustainable way. It is provided free of charge.

What is the Government Enterprise Architecture?

The GEA is a unified blueprint and set of rules for how government technology systems, data, services, standards and processes should be designed, connected and managed across public institutions. Together with the e-Government Interoperability Framework (e-GIF) it forms the digital governance foundation for Uganda's public sector.

What is N7 approval and when do I need it?

N7 approval streamlines the process for acquiring IT resources in government. Once an approval is issued, NITA-U carries out a compliance assessment and a post-implementation audit, and gives feedback. It is provided free of charge to MDAs and local governments.

Hosting and the National Data Centre

What can the National Data Centre host?

The data centres offer Infrastructure as a Service, Software as a Service, Backup as a Service, disaster recovery and co-location. The aim is cost-effective scalability, data protection, business continuity, and secure high-availability environments for critical systems.

Does government pay for hosting?

Data centre services are listed as billable, with hosting charged for non-government users. Confirm the current arrangement for your entity with the service desk before you plan a budget.

Can NITA-U host my ministry's website?

Yes. Website development and maintenance, and website domain registration and hosting, are both provided free of charge to government agencies, ministries and local governments. NITA-U also runs training on website management.

IT certification

Who needs to be IT certified?

NITA-U certifies IT service providers, individual IT consultants, IT training institutions and IT products. Certification assesses and verifies attributes, quality and qualifications against established standards, and is attested through a certificate. These are billable services.

What is conformity assessment of IT products?

NITA-U assesses IT products at source or before they enter the Ugandan market — software, hardware units, peripherals and spares — to reduce the risk of unsafe and sub-standard goods reaching buyers.

I am a fintech. Do I need a security assessment?

NITA-U runs Security Assessment Certification for fintechs and e-service providers involved in e-transactions, to assure the security and compliance of online financial activity. It is a billable service for fintechs and financial firms.

Personal data protection

Do I have to register as a data controller?

The Personal Data Protection Office registers all entities that collect and process personal data, so they can be identified, monitored and regulated. Registration is free of charge. The register is public and searchable at pdpo.go.ug/search-register.

Someone has misused my personal data. What can I do?

The PDPO investigates complaints from individuals about data protection and privacy violations, and takes enforcement action where organisations are found non-compliant. Raise it through the feedback and complaints form, choosing A personal data protection concern, or contact the PDPO directly at info@pdpo.go.ug.

What is a compliance clinic?

The PDPO runs clinics that give organisations hands-on guidance on complying with the Data Protection and Privacy Act and its Regulations, including practical sessions with templates, resources and strategies. They are free of charge to registered entities.

Where can I find the data protection guidelines?

The PDPO publishes guidelines giving organisations clear standards and practical tools for protecting personal data. They are available at pdpo.go.ug.

Cybersecurity

How do I report a cyber incident?

Uganda's national Computer Emergency Response Team sits within NITA-U and handles incident response, digital forensics, intrusion detection, threat assessment and security advisories. Report through the feedback form choosing A security issue or suspected incident, or contact the service desk directly. CERT services are provided free of charge to both public and private organisations.

Can NITA-U audit our systems?

Yes. Information security audits and assessments are provided free of charge to public and private organisations, identifying and helping fix security issues. NITA-U also offers cybersecurity consulting, help writing terms of reference for cybersecurity work, and awareness training.
