Who Can Lodge an Application?

The Tribunal may receive applications from eligible parties whose interests or rights are affected in a procurement or disposal process, subject to the legal requirements of the PPDA Act, Cap. 205. Eligibility categories

1.Aggrieved Bidders Bidders who are dissatisfied with an administrative review decision made by an Accounting Officer may lodge an application before the Tribunal.

2. Bidders Where No Decision Was Communicated A bidder may apply where no administrative review decision has been made and communicated following receipt of a complaint.

3. Conflict of Interest Claims A bidder may apply where they believe the Accounting Officer has a conflict of interest or where the matter cannot be handled impartially.

4. Other Affected Parties Any person whose rights are adversely affected by a decision of the Accounting Officer may apply.
